UNAIDS launches new global AIDS strategy 2026-2031

The new global strategy aims to consolidate international efforts to eliminate AIDS as a public health threat by 2030. It also envisions sustaining HIV response measures beyond this period.

The Programme Coordinating Board (PCB) has tasked UNAIDS with developing the new strategy. It will serve as the foundation for the upcoming UN General Assembly High-Level Meeting and its corresponding political declaration. This document will serve as a logical continuation of the current 2021–2026 strategy and its key targets. UNAIDS plays a crucial role in developing global goals and approaches to achieving the ultimate eradication of AIDS.

Principles of the Strategy

The strategy is based on three key principles:

  • Innovation – implementing advanced solutions in the fight against the epidemic.
  • Inclusivity – taking into account the interests of all population groups.
  • The principle of “leaving no one behind” – supporting vulnerable groups.

  • Updating global targets until 2030.
  • Assessing the resources required for strategy implementation.
  • Developing comprehensive country-level solutions to overcome challenges and ensure an effective response to the epidemic.

Development Process

The strategy’s creation will be data-driven and involve various stakeholders, including:

  • Community representatives and civil society.
  • People living with HIV.
  • Youth, UNAIDS co-sponsors, and organization staff.
  • Religious institutions, government agencies, scientists, donors, and the private sector.

The development of the Global AIDS Strategy 2026-2031 will take place in 6 phases. It includes inclusive, multi-stakeholder consultations:

  • Scoping and solutions consultation (January–March 2025).
  • Selection and prioritization of proposed solutions (April–May 2025).
  • PCB review of the strategy framework (June 2025).
  • Final consultation (September–October 2025).
  • Adoption of the strategy at PCB57 (December 2025).
  • Political Declaration 2026 (June 2026).
